You can see how upset Mark is since he had no chance to get the garter belt. In the wedding video, you can see Mark crying because he wanted to be the next to get married. He went so far as to threaten Brandon if he did not give Mark the garter belt. It took several Cave Force members to hold Mark back while Brandon ran away with his prize.
